Question
Is it the intent of the requirement "opening of a circuit breaker or fuse" to be applied to all branch circuits serving egress lighting facilities or only to the branch circuits serving normal lighting facilities?

It is not the intent of these sections to require battery
backup on everything. The last word of section 1006.2.3.2 is
"facilities". This means the lighting system, not the
individual branch circuits.
This is much cleaner in the 5th Edition. This question was
previously answered under interpretation number 6925. While
that particular question was related to the 2007 edition of
the Florida Building Code, the answer remains the same.
