Is it the intent of this section to be applicable to Hotels?

No. Please see the attached commentary
Commentary
It is possible the answer could change to, Maybe, depending
on local zoning regulations, which are not covered by the
Building Code. Please see FBC 310.3, Hotels (transient) and
FBC 310.4, Hotels (nontransient). Sometimes local zoning
laws will allow a hotel designation, in place of an
actual "occupancy" designation from the building code
rather than R-3 or R-2. The hotel designation may be
advantageous to the owner regarding eviction processes, and
a standard R-3 or R-2 designation is advantageous to the
tenant. If a rental dwelling unit is primarily for a
transient occupant as defined in the building code, then
the answer to the question is no. The discussion should be
held with the Building and Zoning Officials.
