Is it the intent of the FBC 309.1 to create a separate Storage Occupancy separation for the Stock Room to a retail store?

No. The change regarding accessibility by the public was to
account for increasingly popular venues such as Sam's Club,
Costco, etc. where the sales area and storage area are the
same.
The code also permits accessory occupancies ancillary to
the main occupancy to be classified the same as the main
occupancy, provided area limitations are met. Finally,
Table 508.4 does not require rated separation between
Groups M and S-1. tire storage is classified as S-1. We
cannot locate the section referenced in the FFPC
