Question
Is it the intent of the code to classify a fitness/exercise studio as assembly? or business? if it is less than 50 occupants? What about table 1004.1.2 Exercise room? NFPA does not have the option of exercise room.

Yes, recreation is A-3 - 303.4. If less than 50 then
Business - 303.1.1.
NFPA 101, Table 7.3.1.2 - Exercise room with or without
equipment. The Appendix at A3.3.188.2 has an expanded list
including Gymnasium.

Commentary
Even if classified as A-3 (occupant load of 50 or more), the
occupant load factor of Exercise rooms in Table 1004.1.2
would apply as it is based on the function of the space as
opposed to the occupancy classification. If using the
occupant load factor of 50 sq. ft. gross results in an
occupant load of 50 or more, panic or fire exit hardware is
required.
