Question
Is it the intent of Section 1102 of the Plumbing Code to require the removal of existing underground RCP storm lines under a proposed parking garage where the garage is being built over existing on grade parking and where the structure of this garage does not conflict with the existing piping?

If this is an existing on grade parking lot with drainage
piping already permitted and installed with the original
construction, it is considered an "Existing Building." As
such, the Plumbing volume does not apply unless required to
by the Existing Buildings Volume. If this new construction
will not impact the existing, and will have its own storm
drainage system installed, 1101.1 of the Existing Buildings
volume may allow this to remain. Any new work associated
with the addition needs to comply with the appropriate
section of the Plumbing volume as specified in chapter 11
of the Existing Buildings volume.

Commentary
It makes sense to leave the pipe if no work is being
performed on the existing structure and there is no impact
on the addition. That is the purpose and intent of the
Existing Buildings volume.
