Question
Is it the intent of the code to allow a overflow cutoff switch that is ul listed and tested to ul 508 in Either the secondary outlet of the units drain pan OR in the primary drain line.

Yes. Section 307.2.3, 4. states,"...shall be installed in
the primary drain line, the overflow drain line, or in the
equipment-supplied drain pan, located at a point higher than
the primary drain line connection and below the overflow rim
of such pan."

Commentary
The operative word above is "or."
The intent is simple: It needs to be made to work so the
unit shuts off before it overflows. If that happens, the
three listed choices are the Owner/Engineer/Contractor's
option.
The Code does not mandate two switches
