Question
Within Chapter 7 of the Existing Building Code 5th Edition, is it the intent of the code to require replacement windows in bedrooms to comply with the requirements of an emergency escape and rescue opening?

No. Replacement windows serving as EERO may meet the code
in effect at the time of the original construction. In
addition, they may be reduced in size by up to 5%. This was
the subject of Declaratory Statement number DCA07-DEC065.
While the section numbers of the FBC-EC have changed due to
added chapters, the requirements themselves have not changed.
