Is it the intent of this section to require the manual control function to adjust the lighting power in the same degree as the automatic control in Section C405.2.2.3.2?

No. The Code clearly states, "manual controls shall be
installed in daylight zones unless automatic controls are
installed..." A switch is a manual control. A switch is
what is necessary and sufficient under C405.2.2.3.1. The
Code is silent on any additional requirement pertaining to
manual controls' function.

Commentary
This particular requirement applies solely to the daylight
zone zones which may not exceed 2500 sq. ft. The section
does not apply to the general lighting system. There are
numerous
other provisions of this section of the code that must be
considered as well.
