Question
Is it the intent of the code to apply these requirements only to high velocity hurricane zones? If the answer is yes, why is there no code concern for people falling out of a window in other areas??

Yes. These specific requirements are only applicable in the
HVHZ. Outside the HVHZ, the base code uses other means to
ensure the safety of building occupants with regard to
glazed openings.

Commentary
In other areas of the state Sections 1405.13.2 and R612.2 in
the FBC 2010 and Sections 1013.8 and R312.2.1 in the FBC 5th
Edition address the issue.
