Question

Does the local AHJ such as the Chief Mechanical Inspector have the authority to require "cold smoke" , such as smoke bombs, to use in testing of Smoke Control Systems, such as Pressurization method, Airflow design method and Exhaust method?

Commentary

The use of smoke bombs can't be forced. What can be enforced is the need to submit a test plan and to have the AHJ approve the test plan. The test plan may or may not include the use of smoke bombs, at the engineer of record's option.
