Question
Is it the intent of R322.2.1 to require a 1 foot free board when the established design flood elevation (DFE) is the base flood elevation (BFE)?

Yes. Required only when the structure is located in the
"floodway" because the designer shall use ASCE 24.
Yes. When the structure is in a "Coastal A Zone"
No. If the "otherwise legally designated" local design
flood elevation is already more than the published DFIRM BFE

the design professional elects as an alternative design
provision to use ASCE 24 instead of the prescriptive
requirements of Section 322.
