Is it the intent of this Code, that all jurisdictions in Florida are authorized to set a "value threshold" for permit requirements for single family home improvements?

No, Section 102.2.5 leaves the permitting administration to
each enforcement district. As stated in 102.2.5 #1. At its
own option, each enforcement district or local enforcement
agency may adopt rules granting to the owner of a
single-family residence one or more exceptions from the
Florida Building Code.
