Question
Is it the intent of R311.4 that a room on the second floor can be re-labeled as non habitable storage, then the stairway that accesses that space will not be required to meet the width requirements of R311.7.1

No, is not the intent for labeling. If this was truly
"storage" then the answer would be "yes" to the stairs.

Commentary
While the Code can only regulate what the applicant says the
use is, unless there is undeniable proof otherwise, it is
hard to believe this use in this situation. An attorney
could be requested to write up a very strict affidavit for
the homeowner to sign and record mentioning acceptance of
liability for injuries, etc. for the file.
