Is it the intention of code section R311.2 that egress doors may only be allowed to swing in the direction of egress travel?

Commentary
R311.1 does not require egress doors to swing in the
direction of travel. Florida Building Code - Building volume
section 1008.1.2 should not be used for Buildings which fall
under R101.2
