According to Chapter 10, specifically sections 1010.2 - Slope, is it allowable to construct a sidewalk/ramp with a running slope less than 12.5%?

A flatter slope is not only allowed but encouraged in all
regulated locations. 11% is lower/flatter than 12.5%
