Is it the intent of defining a "Means of Escape" to supplement only 1008.1.4.5? (Protective devices for emergency escape and rescue openings)

No.

Commentary

The definition of means of escape applies solely to the provisions of 1008.1.4.6. It is not intended to be used in any other manner than in conjunction with the temporary protection of emergency escape and rescue openings. Section 1008.1 indicates doors for egress that are in numbers greater than required by the code are still required to meet the provisions of Section 1008.1 for doors.
