Is it the intent of this section to allow a 10" tread without nosing on a garage to house set of steps?

No.
Commentary
If the stair has solid risers, nosings are
required. Nosings are regulated in 311.7.5.3. The
exception requires an 11 inch tread to not have a nosing.
