Question
Is it the intent of 1207.1 - 1207.3 regarding sound transmission to apply to hotel rooms and suites which include separate living rooms, kitchens, bedrooms and bathrooms.

While what is being described meets the definition of a
"Dwelling Unit" by the black and white of the text, some
wiggle room may be needed and the ultimate decision is left
with the authority having jurisdiction.

Commentary
The concern for noise transmission is an important business
decision for the type of "use" that is described, however,
the actual occupancy code makes this a more temporary, or
transient type of use. That is not to say someone may not
occupy the space for an extended period of time, or the
impacts of occupancy may not be very similar to a
condominium type occupancy. Many of the facilities described
may be a mix of what meets the definition and some rooms
that do not. If no cooking facilities are provided and it is
merely a sleeping room, it does not meet the definition,
however, the use of hard sole or high heeled shoes on the
tile floors is not prohibited. The ultimate decision rests
with the AHJ to evaluate the facility and intensity of the use.
