Is it the intent of 311.8.1 to mandate that all ramps used for human travel to change elevations either within a dwelling or entering or exiting a dwelling have a maximum slope of 8.3 percent or 12.5 percent due to site constraints whether they represent the main means of egress or are a secondary means of egress?

No. This applies to areas that are a part of the means of egress
