Is it the intent of 1018.1 to require rating of open corridors, hallways, passageways in B Use (without sprinklers)regardless of whether the corridor is enclosed or the length of Exit Access Travel Distance?

Yes, it is the intent to require all "corridors" to be fire
rated in a non-sprinklered building when the occupant load
exceeds 30 unless meeting exception 4.

Commentary

A corridor is defined as an enclosed component of a means of egress - see 1002.1. If it is not enclosed, it is not a corridor and may have other requirements. See 1018.6 for reception areas.
