Question
Is it the intent of 2010 FBC-B 719.2 to include floor insulation in building Types III, IV & V.

Commentary
Flooring insulation, whether it be thermal or sound
insulation, placed in a floor (concealed) would be required
to meet the flame spread requirements of Section 719.2.
There are some exceptions and special conditions called
out, however, if it is a fire rated assembly, the fire
testing of the assembly would have to include the materials
used. In addition, the materials would have to meet the STC
requirements at Section 1207. There are many type 3 & 5
buildings out there being built. Some may have wood floor
systems others concrete, but the requirements found in
719.2 are more restrictive than for type I Type II
construction.
