Is it the intent of section 202.1 FEBC, definition of addition, to include an increase in fire area in the definition of addition?

Commentary
As defined by section 202, to be an addition, the expansion
would need to increase floor area, number of stories or the
height.
The building code does not define an increase in fire area
as an addition. In a case as described above, work closely
with the local fire marshal to determine the sprinkler
requirements, in this case, they may be more restrictive.
