Is there a basis for inclusion of FBC 423.15.5 in the 2007 and 2010 Editions of the Florida Building Code? If yes, what is it? Does BC 423.15.5 have any credibility? If yes, what is it?

Based on the questions that have been raised regarding this
issue, the section may need to be reviewed. Many of the
requirements found in this section could be proposed as a
code change to the base code through the International Code
Council.
