Question
Is it the intent of the Florida Building Code - Residential section R302.5 to allow for the installation of an attic access or drop down ladder for attic access in the ceiling of the garage when the ceiling is used as the means for separation of the residence from the garage?

Table R302.6 stipulates the required separation from a
garage to the residence and attics as not less than 1/2
inch drywall, if the pull down ladder meets or exceeds the
1/2 inch drywall requirement then it would be permitted, if
not, no.

Commentary
We also must remember, this answer may depend on the
specific conditions. If the space above the garage is attic
open to attic above the rest of the house, such as may be
the case in a one story structure with an attached garage,
it is possible. If there is living space above the garage,
it is umlikely there would be enough space to even consider
the application as stated. This condition is not adddressed
here.
