Question
Is it the intent of section 405.3.1 to provide 15 inches from center to any side wall, partition, vanity or other obstruction for a small hand wash sink located in a Doctor's exam room? Does this code section only apply to fixtures located within a bathroom?

The section quoted clearly seems to be talking about
fixtures found in toilet rooms exclusively. It does
not apply to the hand sink in the Doctor's office.
