Is it the intent of R311.3.3 to limit screen doors from swinging over steps that have more than two risers?

The Code is clear and makes no distinction as to the type
of door. The same hazard exists if one tries to back down a
set of steps when opening any door. A landing appears to be
required for the application as described.
