Is it the intent of the exception to require that pool safety covers be labeled and identified as being in compliance with ASTM-F-1346?

Yes, unless the pool cover meets F-1346, you have to
comply with the rest of the chapter. FBC R 4101.17 requires
the pool safety cover to comply with ASTM F1346.

Commentary
ASTM F1346 section A1.7.12 reads - all labels shall note
that the product meets the requirements described in
specification F1346.
Note - This standard also requires additional safety and
warning labeling.
