Is it the intent of FBC 424.2.17.1.2, and FBC R 4101.17.1.2 for fences used as pool barriers to comply with FBC 1607.7.1.2 for structural loading and stability, specifically the pickets?

Commentary
A pool fence does not meet the definitions of items covered
by 1607.7 and there are no references to the section.
That being said, the fence still must prevent passage of a
4 inch sphere at a reasonable hand pressure. No specific
value is provided by the code.
