Is it the intent of this code section to be used with ceramic floor tile, cork insulation and a concrete floor slab in type I and II buildings?

No. As it applies in this situation, section 603.1 (2)
exception 2 would be applicable with a flame spread rating
not to exceed 200, rather than the 100 addressed in
exception 1.

Commentary
Section 805 provides information regarding interior
finishes of combustible materials in Type I & II buildings.
805.1.3 addresses insulating boards and allows for
materials that are not greater than 1/2" thick covered with
finished flooring to be used if in accordance with this
section. Based on this, we return to section 603.1 (2)
exception 2 for the rating.
