Question
Is it the intent of this section to assure that an appliance (range hood fan) mounted on the roof of a residence, have a level service platform with guardrails?

While it is true that Residential Code Section 1301.1
directs the reader to the Florida Mechanical Code, the
section that requires level workspaces and guardrails is
Section 306.5 (not 305.5.1). In that section, there is an
exception that states, "This section shall not apply to
Group R-3 occupancies." Section 306.5.1 is subordinate to
306.5 so its requirements do not apply in R-3 occupancies.
If the residence is an R-3 (single-family home), no such
platform with guardrails is required.
