Is it the intent of Table 2002.4 to only apply to aluminum structures that meet the strict definition of "screened enclosures" as found in Chapter 2, i.e: screened walls with a screened or other light weight roof?

No, the intent of 2002.4 is not to apply ONLY to screen
enclosures with a screened or other light weight roof. The
definition has been modified for the FBC 5th Edition to
clarify this intent.
