Is it the intent of section 4101.17.1 to allow a removable child barrier circled around the entire pool as the only barrier?

Yes, provided ALL the provisions of
Section R4101, including Sections
R4101.17.1.2 requiring one end to be
removable by the use of tools and
R4101.17.1.15, are satisfied.

Commentary
The Code provides a minimum requirement deemed necessary
for the protection of people and property. The
requirements, when adhered to, generally assure an
installation that should remain safe and serviceable. If
criteria or parameters change following an inspection for
compliance, the owner is then responsible for any
modifications that are made. It has been stated many times,
an inspection is a "snapsot in time" and does not represent
what happens afterward.
