Where the structure contains elements exceeding the limits of Section R301 or otherwise does not conform to the prescriptive provisions of the code, design in accordance with accepted engineering practice is required. In addition, where the ultimate design wind speed from Figure R301.2(4) exceeds 115 mph, buildings are required to be designed in accordance with one of the prescriptive standards listed at R301.2.1.1. Finally, concrete masonry structures may be constructed using the prescriptive provisions of Section 609 in areas with a nominal wind speed of up to 150 mph. Where prescriptive provisions or standards or guides are used, signed and sealed documents are not required. Section 606.1 specifically states that when using the provisions of the code, plans are not required to be sealed. There are also prescriptive provisions for concrete exterior walls at Section 611 and the section specifically states plans are not required to be sealed. The same is true for Structural Insulated Panels (SIPs).
