Question

Is it the intent of the exception in 680.25(A) to allow a new panel and feeder dedicated for new pool equipment to be connected to an existing remote panel fed by a cable rather than being connected directly to the service panel?

Yes, provided the cable contains an equipment grounding

conductor the meets the requirements of 250.24(A)(5).

Commentary

This section has more to do with how it is connected rather than where it is connected. The electric code has service conductors (prior to the first means of diconnect), feeders (between the service diconnect and the branch circuit (last) overcurrent device panelboard, and branch circuit conductors (from the final overcurrent device to the utilization equipment). The feeder, meaning from the last panelboard containing the branch circuit devices all the way back to the service must be contain a properly sized equipment grounding conductor in order to be utilized. Grounding at the service equipment is accomplished through bonding to the grounded conductor.
