Question

Is it the intent of section 304.11 that an A/C condenser installation, requires a guardrail if the condenser is installed on a balcony or elevated building structure, and the condenser is 8 feet from the ground and 2 feet from the structure edge, but the structure is not a roof and said not to be considered to be a "walking surface"?

Yes. However, the balcony or platform would be required to
have a guardrail, too, so a separate guard for the
condenser is not required.
