In addition to 1022, Section 708.7 prohibits penetrations of shaft enclosures other than those necessary for the purpose of the shaft, which in this case is to provide an enclosed exit. Exits may be needed for emergencies other than fire such as hazardous chemical release or other emergencies that would not trigger a fire shutter. Regarding exit passageways, the code limits openings to those necessary for exit access with limited exceptions in malls for mechanical rooms, electrical rooms, building service areas and service elevators. Such penetrations are permitted to open directly into exit passageways, provided the exit passageway is separated from such rooms with not less than 1-hour fire barriers with one hour fire protection in the openings into the exit passageway.
