Question
Is it the intent of exceptions 6 and 14 to allow for combustible materials to be used for the construction of a skateboard ramp in an existing Type IIB building?

No.
Exception 6 is limited to small amounts of trim material.
Exception 14 is limited to small amounts of blocking within
walls. Neither of these two scenerios present fire loading
that is consistent with the hazard of a combustible
skateboard ramp.

Commentary
That being said, if the skateboard ramp was constructed out
of fire-retardant-treated-wood, it appears that it would
potentially be consistent with the fire loading described
in exceptions 1.1 or 1.3 and could be permitted with the
specific evaluation of an equivalancy by the Building
Official.
Exception 10, while not specifically referenced in the
request, leads to Section 805 which may provide some
options.
