Question
Is it the intent of 1107.2 to not allow the secondary roof drain scupper or drain from a higher roof to spill on to a lower roof?

The discharge of the upper roof onto the lower roof would

Commentary
The intent of the Code is to limit the buildup of water on
roofs and to alert occupants to a problem. If a higher
roof spills onto a lower roof, the alert intent is not met.
Use of interior leaders as overflows on the higher roof and
discharge at an obtrusive location probably does not meet
the intent. The Code calls for discharge above grade, in a
location that would normally be observed by the building
occupants or maintenance personnel.
It is not the intent of the Code to define "normally be
observed" as this is up to each designer with acceptance by
the AHJ.
