Is it the intent of Section R3021.1, Exception 6, in using the word "openings" to include windows as a opening?

Commentary
A dryer vent would be a penetration. The code contains a
definition of openings:
OPENINGS. Apertures or holes in the building
envelope which allow air to flow through the building
envelope and which are designed as open during
design winds as defined by these provisions.
