Is it the intent of FPC403.1 to require each individual storage building on a site to meet the minimum fixture requirement?

Commentary
The facilities may be in a central location, if the travel
distance is within the requirements of 403.3.2 (500 ft),
and the count meets the minimum of table 403.1.
Directional signage would also be required per FBC Plumbing
403.4.1
