Is it the intent of 404.15.3 to approve the use of conductive foil marking tape for underground plastic pipe. Like it complies with Federal Gas And Safety Regulations 192.321,Osha 1926.956, DOT USAS B31.8,AGA 72-D-56 and NTSB- PSS-73-1?

No, the intent of this section is to require a tracer to be
installed adjacent to underground nonmetallic piping.

Commentary
The code allows a yellow insulated copper tracer wire or
other approved conductor. Approved is defined “Acceptable
to the code official or other authority having
jurisdiction”. Therefore, to use a material other than
a yellow insulated copper tracer wire would first need
approval of the Code Official.
