Question
Is it the intent of this code section to require open stairs with a elevation of 30 inches or more to have handrails and safeguards placed at 42 inches.Or shall section R311.7.7.1 be enforced using a height of 34 to 38 inches.

Yes if the project is in the HVHZ (Miami-Dade and Broward
Counties), R4403.7.3.1 applies.

If the project is outside the HVHZ, Section R312.2 applies.
Section R311.7.7.1 does not apply to guards or safeguards.
