Question
Is it the intent of FRSA/TRI 07320 Model Tile Guidelines 3.06,when a valley or wall flashing drains onto a dead valley, the dead valley is covered with metal?

Commentary
The 3.06 A, option 1 combines the pliable lead soaker to
create a smooth transition with the ridged valley metal
or wall flashing over an irregular roof tile surface and/or
roof system for positive drainage. The 3.06 A, option 2
allows extending of secured valley metal or wall flashing a
short distance to bridge over to roof tile courses directly
below valley outlet or onto another roof plane and/or roof
system to create positive drainage.
Since Chapter 9 of the FBC, Residential or the FRSA/TRI
07320 do not specifically address blind/horizontal valleys,
Section R905.3.8 would also allow for manufacturer’s
installation instructions to be followed. Obtain a flashing
detail from the manufacturer that is consistent with
applicable Code requirements and installed accordingly.
