Question

Is it the intent of 703.8 1. 1.3 to eliminate the



requirement stated in 1. that the "flashing at



exterior window and door openings shall extend to



the surface of the exterior wall finish...

Yes unless the standards or instructions provided as part
of the product approval contain the same requirements.

Commentary

If the flashing method is specified in the manufacturers installation instructions that are part of the product approval that is what you would follow. Otherwise the code states that flashing at exterior window and door openings shall be installed in accordance with one or more of the following or other approved method: and then references - In accordance with FMA/AAMA 100, FMA/AAMA 200, or FMA/WDMA 250, so you could follow one of these standards.
