No, This section of the existing building code refers back
to the section in the mechanical code that covers "repairs"
only. The section you refer to is intended to ensure the
listing of the appliance is not violated and the
efficiency of the system is not diminished. A new piece of
equipment would rightfully need to comply with section
602.4 which would lead to section 301.12 of the FBC
Mechanical
code. This will provide the link to 1609 of the FBC
Building code for the attachments.

The existing building volume also contains section 101.5.5
which specifically references existing equipment and
prohibits windload and roof clearance compliance
requirements enforcement until the equipment is removed or
replaced.
