Question
Is it the intent of section R303.8 Required Heating to disallow the use of combination Cooling/Heating Window Units for individual rooms.

Yes, units installed in a window, are not permitted to
satisfy the heating requirement. They can be used, but not
to satisfy the requirements for heating facilities in R303.8
as they are considered portable.

Commentary
Packaged Terminal Air Conditioner (PTAC) units are allowed
to meet the requirements of the minimum heat requirement
for occupancy. If a through the wall type unit, with
sleeve, is installed similar to a PTAC, then it would
satisfy the requirements of R303.8.
