Question

Is it the intent of Section 1008.1.10 to require
panic hardware or fire exit hardware for a space
with an occupant load of 50 or more in a Group A
or E occupancy?

Yes

Commentary

This is a conflict within the code and the more stringent would apply per Section 102.1. The base ICC code requires panic hardware at an occupant load of 50 and does not contain a Section 1031. The FFPC requires panic hardware for Group E with an occupant load of 100. This will not change in the next edition of the FFPC or the base ICC code.
