Would need more information on the actual layout to answer definitively. I have seen these type facilities with reduced lighting and barriers and noise that have direct exit doors around the perimeter with exit lights making the exit clearly apparent. Unless the design clearly falls outside of the citeria contained in the definition of 411.2. The burden would be on the design profession to show that the criteria in defintion is not met for the particular design of this facility. Note: The Life Safety Code/FFPC contains a similar provision and the annex text appears to infer that this type of facility would be included
