NO. Air admittance valves are not limited to the first
floor.

Commentary
However, they can only be used on the top four floors of a
multi-story building. On buildings that are 4 stories or
less an air admittance valve could be used on all floor
levels.
There is nothing in the Florida Building Codes that limits
the use of AAV's to the first floor.
