Is it the intent of R310.4 of the 2010
Residential Building Code to allow the
installation of security bars to windows on a
home that is utilizing the exterior doors as the
Emergency Egress in sleeping rooms.

Yes, if all sleeping rooms have a code compliant door
leading directly outside. The exterior doors would serve as
the required escape and rescue openings.

Commentary
Bars, grills, covers, screens or similar devices may also
be placed over emergency egress windows per the Florida
Building Code Residential per section 310.4 if the opening
size complies with sections R310.1.1 to R310.1.3 and such
devices shall be releasable or removable from the inside
without the use of a key, tool, special knowledge or force
greater than that which is required for normal operation of
the escape and rescue opening.
